POSITION SUMMARY
The Manager Global Trade Compliance oversees, directs, and support Zoetis Global Trade operations. This position has direct responsibility for the planning, organization, direction, performance, control and implementation of solutions for Trade Compliance in Zoetis APAC region. The Manager is responsible for the formulation of appropriate audit programs, assigning and directing staffing resources to complete the audit plans as scheduled, generating final audit reports for internal GTC and external agency review, and conducting thorough follow-up audits on previously identified issues. Audit scope includes, but is not limited to –
- Customs Value (including transfer pricing)
- Commodity Classifications
- Country of Origin determination
- SPL (export) & Sanctions
- Special Trade programs (FTA- FTZ- IPP-Duty Drawback)
- Recordkeeping
- Export control licenses and classification
- Trade security programs (AEO/CTPAT)
In addition to leading all activities of the Internal Audit group, the Manager will, as needed, manage audits co-sourced with 3rd party audit firms as well as coordinate and assist external and trade compliance auditors. The Manager will work closely with all departments, while maintaining necessary auditor independence.
The Manager will establish and maintain legally required international trade compliance programs and ensure harmonized trade processes globally. The incumbent will operate in conjunction with Trade Compliance teams in each market / site to establish, implement and enforce Zoetis corporate policies and procedures regarding internal controls.
The responsibility includes the adequate development of colleagues and management of contracted resources maintaining a high level of engagement and accountability to achieve expected results. Ensures focus on action-oriented continuous improvement activities and the implementation of best practices.
POSITION RESPONSIBILITIES
- Prepare and administer an annual audit plan.
- Plan and oversee audits of customs operations to assess controls, operational efficiencies and compliance with all policies, procedures and regulations.
- Lead dedicated group of assigned internal GTC or external non-GTC SMEs to deliver annual audit plans.
- Maintain a comprehensive system for recording all audit plans, work papers, findings, reports, and follow-up audits.
- Insure the timely and accurate completion of the audit plan.
- Review audit work performed by staff for completion and accuracy.
- Prepare and complete detailed audit work for certain audits
- Conduct audit exit conferences. Draft and issue audit reports.
- Conduct special audits as required by management and issue results.
- Recommend revisions and/or additions to policies and procedures in order to improve operations as well as internal controls.
- Perform analysis or conduct projects as requested by the GTC leader.
- Respond to ad hoc requests to address control issues on new business processes, policies and procedures, and provide consultative services to management.
- Ensure Customs import and compliance policies, procedures and programs are in place.
- Lead implementation of new and amended compliance policies, procedures and programs as needed. Includes compliance activities that account for EU export regulations, U.S. anti-boycott and re-export regulations and regional APAC.
- Analyse Global and National trade policy initiatives, including domestic and transnational legislation, and regulatory rulemaking to ascertain their potential impact to Zoetis Global operations and recommend a course of action to appropriate business management
- Build and maintain relationships with companies within and outside the healthcare industry and advance the company’s trade agenda through industry associations and coalitions
- As may be appropriate, represent the company and advocate in support of its trade policy agenda before legislative bodies, government agencies, and regional / international organizations.
- Ensure talent acquisition and the training, coaching, and development across Zoetis.
- Responsible for the financial and operational trade metrics and analyses and collaborate with the GTC leadership team to develop solutions and strategies.
- Provide training and knowledge sharing to improve business knowledge and operational performance, and ensure compliance with customs regulations.

EDUCATION AND EXPERIENCE
- Bachelor’s/Master’s degree in International Business, Logistics or Operational Management or related field preferred or Extensive experience in International Trade and Customs or Customs consulting in the Diagnostics business context.
- Minimum five years of experience in International Trade and Customs or Customs consulting in the Global Advanced knowledge of EU and US statutes, regulations and programs controlling and impacting the import and export of merchandise
- Enterprise System Capabilities to sponsor implementation of SAP GTS module
- Able to effectively communicate in English in both written and oral forms
