The Operational Readiness Procurement Lead will manage indirect procurement strategies at the Melbourne site, ensuring the efficient and cost-effective acquisition of goods and services during the transition of the Parkville site ownership and facility operation to Zoetis. This is a 2 year role, located on site at the Parkville, Melbourne site.

The purpose of the role is to continue to strengthen indirect sourcing expertise and as needed, assist in direct and capital procurement activities to support site operational readiness programs; to lead a unified approach to sourcing needed products and services that deliver best value to the business.

The objectives of the role includes achieving demonstrable and measurable improvements in indirect sourcing, by reducing costs, improving efficiency and improving supplier performance.

Scope of the role includes: regional strategy formation, supplier market research, value analysis (price, quality, quantity, time...), negotiation, vendor selection, buying, risk mitigation, compliance management, supplier relationship management & contract administration.

Key responsibilities:

Responsible for all facets of Indirect Procurement related to Professional Services, including: Consulting, Human Resources and Project Management:

Lead the development and execution of procurement strategies for a broad range of site operational services during the ownership transition phase. This includes, but is not limited to, utilities, facilities maintenance, waste management, site services, and canteen operations.

Build site-level relationships with leaders to develop sourcing strategies that fuel business objectives, including optimizing cost savings, creating efficiency, and enabling growth.

Conduct in-depth site analyses and opportunity assessments.

Responsible for researching, negotiating, establishing terms and conditions, and administering engineering and construction contracts, and supplier agreements to assure continuity of quality, supply and service at the best value for Zoetis . Provide early procurement involvement during the specification setting for the defined requirement, to ensure proper commercial viability.

Conduct the sourcing of goods and services necessary for ongoing operations within designated categories.

Lead cross-functional teams to agree on supplier selections based on appropriate decision criteria.

Work collaboratively with other Procurement professionals (i.e. – Global Category Leads, Direct Procurement colleagues, etc.) to avoid stakeholder confusion and potential overlap of efforts.

Continually evaluate and monitor local market conditions and adjust sourcing strategies accordingly.

Develop appropriate risk management strategies.

Coordinate with Enterprise Policy, Process & Compliance Lead to ensure compliance with relevant Zoetis guidelines and policies.

Develop and disseminate communications regarding procurement activities.

Develop and execute appropriate Supplier Management processes to continuously improve third party performance.

Develop supplier governance models and execute ongoing Supplier Management activities.

Execute elements of Zoetis’s Supplier Management processes to continuously improve third party performance.

Support internal customers in the resolution of any supplier related quality or service issues.

Monitor regional contracts according to contract management processes.

Benchmark industry best practices in the assigned spend areas

Approve Purchase Orders as appropriate.

Planning, requisition review, supplier evaluation/recommendation, Request-for-Proposal (RFP) preparation, Contract preparation, and subsequent contract administration. Provide the necessary expediting and tracking for the purchased goods and services during the entire procurement cycle.

Support the development of construction work and equipment packages during the design development phases, to ensure alignment with Zoetis Project Procurement Plans and overall Zoetis GMS CAPEX Procurement E&C strategies.

Support the Construction Managers’ procurement of Subcontractor work-in-place and equipment purchases, to ensure compliance within Zoetis procurement policies and procedures.

Extend support for direct material procurement, as needed, to ensure no disruption to site operations during early stage of site ownership

EDUCATION AND EXPERIENCE

Indicate the formal education, certification or license required and/or preferred. Include the minimum number of years of relevant experience required for the position (where legally permissible).

Bachelor’s degree in business or equivalent. MBA or higher education is a plus.

Minimum 7 years professional experience in a Procurement capacity.

3+ years’ experience in a large multinational company; pharma experience preferred.

Ability to drive transformation and act as a change agent in an international, multi-cultural team and organization.

Strong knowledge of procurement systems/processes/trends.

Ability to conceptualize complex issues, processes or procedures and reach standardized, best practice solutions.

Experience in assigned spend area in a procurement or operations role required. Deep and broad Indirect Strategic sourcing expertise. Capital and Direct sourcing expertise is a plus.

Significant experience of performing Strategic Sourcing roles from spend analysis to category strategy creation and procurement category management.

Ability to work with management located in other countries and/or time zones (required).

Track record of performance in managing complex, cross-functional activities.
